Many people in Nigerian doesn't care how government project was being executed, all what they need is  better facilities. Federal government put this two factors into consideration before embarking on project are  social benefit and social cost, the social benefit most exceed the social cost before they can continue the project.

But what  about the cost of running such huge project, How was it determine, They use shadow price to determine it by just guess some amount of money should be able to complete the project. Assuming if the project will worth ten million naira, federal government will called it twenty million naira, if is more than one unit, you know what they will realized at end of the project.

These constituency project is where the politicians make there money in the expense of the masses. Though they will put small project in place in their constituency so that it won't look like they are not working for the constituency, But it all placating, in all project approve to them by the house of representatives, only few are accomplished.
